The 20 db pad on the Passport is for use with inputs that are far too hot for the amps to handle. For example the mic inputs are usually amplified by either 50 or 60 db and in cases of extremely good preamps maybe a little more, with amp noise being the main factor. If you are using a mic with its own preamp or something that raises the signal level a lot then the 20 db pad will bring it down to it's range.
Line level is a little different. Consumer level gear has a line out level of -10 db and pro level gear is +4 db. There is also ARD German pro level of +6 db. That is quite a spread for an input to take. But if you allow for a 20 db pad the +6 db and the 10 db consumer levels would be equalized before the amp.
20 db is actually a lot of pad. When you consider that each +4 db doubles the actual signal level.
Also, the line level amp is usually good for a gain of 30 db or so. The mic level is good for perhap 50 or so. This would mean that if you have a line level input with an XLR connector to run into a Passport input, you could use the pad to drop the amp level by 20 db and be able to use the input without it being far too hot.
