I have a 1967 Bassman head which has been used very little over the years (its in the original box) and am wondering what it would cost to replace the tubes and clean the metal chassis which has a white powdery substance on it.

That white powdery substance COULD POSSIBLY be the dilectric compound from inside the large electrolytic filter capacitors that leaked out with age and went to powder. This happens frequently - especially with systems that are not used often. Capacitors are designed to operate and not powering up for extended periods can weaken the cardboard fillers and base and the thick liquid dilectric compound seeps out.

In that 1967 vintage, the dilectric material still may have contained Polychlorinated Biphenyl (PCB) - a KNOWN cancer causing agent. Until you determine exactly WHAT the residue is, do NOT power up the amp. Weakened capacitors can literally explode with high voltages applied and that would not only spread more dilectric around, but can cause damage to adjacent components and possibly a small fire.

That amp should be taken to a quality tube-equipment capable electronics shop for evaluation and chassis cleaning. The powdery substance may simply be oxidation of the aluminum chassis itself, BUT IF IT IS PCB, they will know how to deal with it.

IMO this is only chassis oxidation .
