I was wondering what is the correct bias setting, the manual says 100mVDC but when you take the access cover off, it says 80 mVDC, which one is it? and inquiring minds want to know why it is

Here's what I found out ... you set it at the 100 reading, as the tubes wear, the reading will get lower, the lowest reading is 80, when the reading is 80 or lower you'll have to replace the tubes

Per the service manual it says to let it warm up on standby for 2 min (add a zero, let it warm up for 20) then bias to 100mVDC and don't forget to balance to zero. BTW you have to take it out of standby when you do the adjustment, don't forget to attach your speaker load.
If you can't get 80mVDC then it's re-tube time.
