What is the production timeline for Fender Frontman Bass amps (in particular the ones styled like vintage blackface/silver cloth)? Are there any non-cosmetic differences between Fender Frontman, Squire or Rumble bass amps (of the same wattage)?

I seem to remember those from the 90's, or early 2000's at the latest, but I'm not 100% certain. They have the PDF manuals for them on the site, but it doesn't seem to mention any dates for them. The guitar version of those seemed to be around a lot longer, from what I remember, or they were more prominent. Usually it came in a player's pack with some sort of Squier Strat, or something like that.

You would have to obtain and study the schematics for each model for an electronic compare & contrast. Electronically, the Frontman 15B, Squier 15 Bass, and V1 Rumble 15 appear to be the same. There are slight changes from the V1 to V2 to V3 Rumble 15s. The Fender Rumble series of bass amps was introduced in July of 2003, and replaced Fender's BXR line of bass amps. I saw a BXR 1x15 combo being played in a bar band recently, and early V1 Rumbles continue to Rumble On year after year. Rumbles have earned the envious reputation of being very hardy road worthy amps that are damn near teenager proof. I'm told the only way to kill one is to plug it in; turn it on, and throw it into a swimming pool (long extension cord). V2s are even tougher. V3s are legendary.

What are the V1, V2, V3 differences. I know of these three styles. An Ozite (rat fur) covered model, a Tolex covered model (that has a divider between the speaker and control sections) and a white knob model with silver grille cloth (instead of the perforated metal grille as the other two models).

Electronically they are identical. V1 was a sealed cabinet with 8" speaker. V2 went to a ported cabinet with same 8" driver. V3 went back to the sealed cabinet design with same 8" woofer. Interestingly, the V3 Rumble 25 had a larger ported cabinet with the very same 8" driver. The newly introduced Rumble LT25 is also a larger ported cabinet with the very same 8" speaker. I had a V3 Rumble 25, and it was a very good sounding little practice amp. Best bass amp available for $99.99 brand new and shipped! It was both louder and deeper than all it's competitors. To get so much for so little is quite astonishing really.
