Hi David, welcome to the Forum.
Noiseless pickups are just that and their cost reflects that improvement. The pick-ups you have chosen will have the normal Strat noise but once you start playing it goes away.
Go with the 9's for now. You will have to get used to playing playing a Strat. Keep it with you at all times, sleep with it if you must but play it look at it tinker with it and after a year put 10's on and tell us if you feel the difference.

I was into mail order big time as a kid since I lived on an island (although it was a big island). I followed a set of rules most times and transferred those rules to ordering from the Internet.

Basically:

1) Know exactly what you want and that the item you are ordering is the same.

2) Check your cost and that you are paying a fair price without any hidden additional cost.

3) Check out the seller. History, background, reputation, reference, association (such as certified dealer if possible), and I usually check out if there is a location with an actual address because a phone number can be faked. I often use an online map, but there are other methods you can choose.

4) Check out the return policy and shipping arrangements. Make sure delivery time is what you require. Many items are not in stock and will come with a delayed schedule.

5) Keep a paper trail and correspond if it is an advantage.

6) Use a go between like PayPal (or other agent) or a credit card. This adds a layer of protection.

There will be more or less methods that will make your online purchase run smoothly; but, these are some of the basics I follow. YMMV.

Many of us come from a day where custom ordering automobiles were common. Those orders didn't always run smoothly, but, for the most part, they usually did.

Sometimes, to get exactly what you want, including colour, ordering is the only way. I bought a Strat because of the great deal. I thought I liked the colour, but a month later I actually disliked it. Fortunately, my dealer took it in trade and gave me full price (being it was bought used) towards a new one. Incidentally, many colours were not available here locally, and I might have ordered one from out of town, but to hear and play and to feel the weight of one's guitar is an advantage; but, not if your choice is elsewhere. That's just my two cents.

It's great to have choices. You'll have to make yours personal, David.

You are well on your way to making an informed decision. Knowing that you came here to the Forum as I did before I made my first purchase (although, I did have limited Strat knowledge from my teen years) shows that you are going in the right direction. The gang here have a wealth of experience and know how to help you as they did for me. Let us know how you made out. :D
