I've had one experience with a surge protector. The band I was playing with was plugged into one. I opted out and just plugged into the generator circuit (outdoor gig, sunny day, big $@! generator). At one point, the surge protector "took a break" and the drummer and I kept the show going 'til the rest of the guys got everything back up and running.
Power surges happen when the power comes back on, not when it goes out. If the power goes out while you're playing, shut the amp off. It's all the surge protection you need until the power comes back on. Just my opinion.

No (as explained in a comment by "lchien" to your linked article).
If a "protector" component (MOV) rated for 1000J gets hit by a 100 J surge and then has time to cool off, it's good for 1000 J again (well, maybe 999 or so).
Only if the 100 J surges come fast enough one after another so the component heats up, maybe 20 such surges will ultimately burn the component out.
