I'm gonna say Richard Hawley.

This guy knows what nice guitars should sound like, and the album Coles Corner is soaked in 50's country/rock and roll guitar magic!

And I reckon MercyMercy made a good point about Billy Corgan.
If you listen to Melon Collie and the Infinate Sadness, some of the guitar sounds are beautiful and baffling!

I heard her play on the Tonight show a couple of times. She is an extremely talented flamenco/classical guitarist...

C'mon, guys. Joe Walsh?? Steve Howe?? Geroge Harrison?? Robbie Robertson?? Peter Frampton?? I thought this was an "under rated" thread. Those dudes are all in the holy pantheon of guitar-dom. I am going to give you under-rated...

This dude played in one of the biggest 70s/ early-80s bands. His guitar playing and songwriting is top shelf in a big way. And this guy gets almost no love in guitar circles.
