I would sure like to see an American Special Telecaster with a neck humbucker. How about it Fender? I can't afford an Albert Collins model or an Andy Summers either. But a grand, maybe $ 1,200.00 I could swing. :?: Heck, while I'm at it, how about a production Vibroverb?. Lots of people are scrounging for them.

There have been many different Teles over the years that had a neck bucker and lots of times they were right in your price range. And they did re-issue the Vibroverb not that many years ago. Models come and go. It's a fact of life at Fender.

If you're good with an HH configuration, you have a few choices for a neck humbucker.
There's the Chris Shiflett signature Tele for $699

Isn't there a Squier Vintage Modified version out right now of that guitar with the humbucker in the neck ? That would be a helluva lot cheaper than spending over a grand and IMO , would sound just as good.

The MIM standard line are routed to take a humbucker in the neck, so it would be convenient enough to buy one of those and mod it, with the added benefit of getting to choose your own humbucker. You'd probably still come in under budget too.

There's also the Fender N3 noiseless pickup, which really is a stacked humbucker.

Note that if going with a neck humbucker, you may want to change your tone pot from 250k to 500k, if you don't want to lose the Tele brightness. The neck pickup can sound rather dull compared to the bridge pickup, especially when rolled back, and this becomes much more pronounced with a neck humbucker and a 250k tone pot.
