So I have not adjusted a truss rod yet and I took my 1964 hofner Bass neck off as it is kind if a banana right now.
What I found was a this Image

There is a nut and behind the nut is a washer, after I took off the nut and got the washer out all that is in there is what looks like a threaded rod. Image
My Question is how does this work
When I tighten it it just screws all the way down to where the wood in the neck stops it and when I loosen the nut it just comes off. Now this washer that is on the threaded rod could it be some sort of lock that is striped and is now just a washer
Any help would be appreciated

That's good . Now it can push the neck normaly opposite to string pull

and when I loosen the nut it just comes off. Normal

Washer is there to save the wood from the nut when you turn it
Any help would be appreciated

My answer is the best I can with your poor pictures. You have a great guitar , if not sure what you are doing , see a qualified luthier

Washer was there because the rod was maxed. Add another washer if you're a risky feller.

Adjusting a truss rod for the first time isn't something you can just have a guess at and hope it works. You need a capo and a set of feeler gauges to measure the string clearance from the frets.

Plenty of video on youtube showing how it's done and the support section of the Fender website has detailed written instructions.
