The Boss FRV-1 63 Reverb is a great rendition but it's a pain as it does not have a true bypass and it will not save the last shut off setting if you power off your board; Powering on, it automatically starts back up when I power up the board again. So, I have to manually turn if off it I don't want to use the reverb.

Um, ok. Thanks for telling us, I guess?

Hi - as far as I know, none of the Boss stomp boxes 'remember' the last setting. They just default to either on or off when powered up. I have some Boss pedals that default to 'on' and some that default to 'off'. That's just the way they work.

And it seems Boss has never been big on 'true bypass'. I guess you might want to look at a different brand pedal which does what you want it to do.

True bypass isn't all it's cracked up to be anyway if you use a lot of cable. I'd rather have a high quality buffer. It allows you to run longer cables without signal degradation. Basically, it is what it is. Almost all of my pedals are analog and I build most myself and some are modified by me so I get what I want out of them. I only have a few that are store bought.

That is the way that Boss pedals generally behave. Powering on, some default to the 'on' position while others default to 'off.' I never really thought it was much of a problem, though. I've got two or three Boss pedals on my board and I simply normalize everything after plugging in.
