That's astonishing. I'll be honest, I've never heard of any audio device being that sensitive to PSU ripple. Especially as it's analog electronics and doesn't even draw a lot of current, you'd really expect any old PSU to deliver reasonably smooth voltage into that.

And will it harm my pedal (digitech jamman XT) if it is a 9.6V powersuply instead of 9v?

Very very unlikely. Electronic devices don't have a single specific "operating voltage", they have a range of acceptable voltages ranging from very low (where they barely have enough voltage to operate) to too high (where the components break). For a device rated 9 Volts it's unlikely that 9.6 Volts will damage it.

Also, if the 9.6 Volts is the "no-load" voltage of the power supply then you may well find it drops below 9 Volts with a pedal connected.

9.6V is what many 9V NiMh batteries will start out with for the first few minutes after being recharged, so if the pedal takes batteries, that slight overvoltage should not affect it (unless it's a REALLY crappy pedal).
My guess is that most 9V pedals won't have any problems with anything in the 6-12V range. But again, some are crappier than others.
