It was made for phone calls that only cover the 200-3400 Hz range, and not linearly, but weighted towards common speech. A $15 tuner will generally outperform most cell phones for tuning.

Personally, most of the time, I forgo electronics and tune by ear from a reference note from the instrument present that's hardest to tune.

I use one called epic-tune which is ok if I don't have my TU-3 or my wee Korg chromatic one close to hand.

Interesting information, thanks. It definitely makes sense that the hardware on a cellphone limits its usefulness for something as precise as tuning an instrument.

That's pretty cool. It says it's compatible with iPhone and iPad; I wonder if itworks on the iTouch as well, because I don't have an iPhone. I'll check it out tonight. I may just up and buy a tuner, though. They're cheap and purpose-built. I did download a cool metronome app, though.

I have one on my phone called Pano Tuner. It's free and works better than I thought it would. I'd have to say the sensitivity is more than I expected.

For Android, gStrings and Strobe Tuner aren't too shabby, but they work best on the high strings - the mics in the three phones I have tried so far aren't designed to go down to 82.4 Hz (or 73.4 Hz for Drop D), so no matter what software you use, they can only latch on to the harmonics for the bass strings.
So it jumps about a fair bit for the bass strings, unlike designated tuners.
