Not really.

Formaldehyde (CH2O) is such a volatile compound, that more than 99% of it would immediately evaporate just laying out the cloth. It's natural state is a Gas at Room Temperature.

It is a naturally occuring substance and occurs all around us. In fact, 90% of the Formaldehyde found on Earth is produced by the interaction of Sunlight and Oxygen in the upper atmosphere where it binds with water vapor and falls to Earth.

The Health studies related to casual exposure are dubious at best. For each study linking Formaldehyde as a health risk (mostly cancerous), there is one where no such links are found. Most Health organizations issuing health warnings are erring on the side of caution rather than conclusive hard evidence.

Direct exposure to Formaldehyde, experienced by industrial, medical and funeral service workers are where there have been proven links between Formaldehyde and specifically Leukemia. But these people are exposed to it in much higher amounts on a daily basis for years.

There is a much higher risk of Formaldehyde exposure from the Plywood/MDF used in the cabinet than to any cloth used to cover it. Formaldehyde is used in the production of phenol resins which are used to bind MDF and Plywood together. In this form, the MDF/Plywood continues to off-gas Formaldehyde in minute amounts for many years.
