Most rock is blues-based so I'd opine that the evolution was a symbiotic and coincidental event.

Highly subjective on the moment...

Elvis Presley was once thought of as extreme compared to his contemporaries.
Janis Joplin was a much harder style than the Haight Ashbury reference...

Buddy Guy was on the edge also..
The Isley Brothers were at one point much harder than their contemporaries
John Lee Hooker's driving rhythm was very different than say B.B. King (early )

It all depends on whom and where....
Whom is comparing to when and where.... :wink:

Most early rock was pentatonic four-to-the-bar without swinging notes, which is a subgenre of blues. So yes, although an early difference was how rock embraced rhythm with more emphasis on drums and the (then new) bass guitar.
Later, blues and rock certainly has intermingled a lot, and there are some notable love childs as a result, like Jimi Hendrix and Led Zeppelin.

I would say Blues Rock came along with groups like Cream. Then the Hard Rock evolved from that with bands like Deep Purple and Black Sabbath.

Most blues artists have one or two songs in their set that they could rock those songs meaning a stronger emphasis on the beat with added volume while playing and singing. Blues rock came first IMHO YMMV (to quote my favorite Martian :D ).
