I need some bongos for less than $60. Can I get some suggestions? I'm not a drummer/percussionist at any level, I just want something to jam on because there is a severe lack of funk where I live.

I was looking at these bongos, but I am really open to suggestions.

Those look fine and tunable, same as Latin Percussion bongos.

Yeah, tunability is pretty much a must, but I still don't have any opinion on Skin vs. Plastic heads, It would be awesome if someone could clarify.

Plastic heads are for Vegans,,
For hand drums I prefer skin for tone and feel.
Use a little baby talc on hands and lightly dust skins to prevent oil and moisture etc. contaminating the skins. (top tip from my Tabla guru.)

Latin Percussion has a lower end line of percussion instruments called Cosmic Percussion.

They seem to be in the price range you're looking for:

Based on traditional heads, skins seem to be better sounding (to my ears) than any plastic heads that I've heard. Usually the plastic heads break more frequently. YMMV.
