I'd plan for a computer out there (computer and guitar go hand-in-hand for me at this point).

Concrete retains water, absorbing it from the ground and from the air environment. The concrete isn't conductive but the water it harbors is conductive and creates a direct path and a quite large one to ground (earth). I won't play electric on bare concrete. The quality of the ground it can create will vary depending on the moisture content of the concrete. When standing on damp concrete you are grounded and being grounded is 50% of the formula for getting shocked or electrocuted. I just consider it an unnecessary risk and I won't do it. Rubber backed carpeting is good.

That makes good sense. Thanks Brother Dave!

One note, my garage can get in excess of 100°f during the summer. Would that be detrimental to any equipment? Such as amps, tubes, or other things.

A capable portable AC equipped with a dehumidifier is a good option for hot and humid closed areas like garages. For the jamming sessions of our band, we've bought a Whynter ARC 14-S that comes pre-equipped with a dehumidifier and does the job well in our 200 sq. feet garage. It's got generally good reviews online, and is more efficient than single-hose units.

Also, sad that it has to be said, but "neighborhood outreach"

When I was in high school, we had the cops show up at one of the guy's houses before we even had anything plugged in, drums were still in the truck.
Cops didn't care that they could see we were not playing, they got a complaint that we were playing too loud.

Make contact with anyone that might be bothered, let them know that you have taken steps to reduce outside noise, find out what times of day they would be accommodating to (10pm is a myth in most cities, "disturbing the peace" is a valid call at 11pm or 2pm), give them your contact number so they can call YOU first instead of the cops if they feel that you are getting too loud.

Sound advice, Rich.
Here’s what I’ve done. When I was young and foolish, I lived in an apartment. I invited the caretakers who became friends of ours throughout the years. Well, I guess we were too loud and a neighbour knocked on the door, said they were going to tell the caretaker to which a reply came from the one who answered the knock, “I am the caretaker!”
Today, I have great neighbours and guitars, keyboard, PA. and drums. To the left is the brother of a drummer who teaches, to the right is a former Warner Bros. Record employee, next to him is a cop, behind us you might hear a Harley or weekend mechanic. We all get along and even though I’ve been given free rein I still limit the time of blasting the tunes. Once in a blue moon I might have an exception with company, but I’ll let them know or assume it’s okay accordingly; but, I never take advantage and try to jam at a reasonable hour, and never irritate a guy with a mean dog.

I've always had a Studio for jamming...but; I've always been able to have it "under ground" (meaning a basement). Really cuts down on noise travel. Have only had the cops called on me ONCE (out of 4 different locations), and that was because the woman that lived behind me at the time, was fighting with her husband in the back yard, and she decided she was "tired" at 6:30pm. on a Wednesday. I won't describe the woman to you, because I'd definitely have to use profanity and name calling...and that's not allowed here.
P.S.- They divorced a short period after that, and moved out. I was never so happy in my life.

And yes, a basement works pretty good.

Alright, I'm also a drummer and I've managed to get fantastic recordings from my garage. Get good mics if that's your plan, but let's get into it:

Get a couple heavy duty rugs and arrange them to cover the most ground possible. Get enough heavy duty moving pads to put up on the wall to deaden the sound. Follow the art of feng shui. Arrange drums from the corner out and arrange amps facing the drums on an opposing wall.

I'll post pics when I'm home if it helps. My space is a little messy atm.
