I just noticed my rosin is rock hard. That can't be right, can it? Surely it should be sticky. This will really blow the budget.

No, rock hard is right. Especially if it's black rosin, but the amber one too is harder than one might think.

For the first prep of the bow, you want to file off a little bit, powder it really fine, and rub it into the bow hair.
After the initial prep, just drag the bow over the hard rosin a few times before each time you play. it's like chalking a cue tip (and, indeed, for trick shots, some people use rosin on cues too).
You'll soon wear a groove in the block of rosin, just by dragging the bow over it before you play.

Thanks arth1, Yes it's amber, and I've managed to crumble some into powder.
I guess I was imagining a sort of waxy consistency.
Cheers.

The bow arrived today, but still no violin strings.

The only strung instruments I have are guitars, so why not? Jimmy Page did OK.
What a great feeling, the horsehair gently scraping the strings. It sounds like a Cello, nice.
My fretboard radius is a bit flat though. I can't wait to get the fiddle going.
