Is this song played with the straight ahead down picking for the whole song, with chord changes or does it let any chords ring out without down picking?

Predominantly down strokes. It's a myth that Johnny used all down strokes. Any ring outs are only for a half a bar, couple of quartets.

If you asked me, the entire debut album sounds like it's variating between down and up strokes. The second album sounds more like down strokes only.

That video helps. Not that this is a hard song to play, I just wanted to get the right feel. I doubt anyone would notice when it comes time to play it live!

If you're going to play this in any sort of band environment then a few things are pretty essential to get it right. Listen to the way Johnny picks chord shapes. He uses an open A shape barre chord to highlight treble sounds. The open E shape barre does bass sounds. Work excessively at locking the guitar into the hi-hat which is playing strict 16ths. Look at Marky in the vid, he's doing nothing, zilch. Just strict 16ths. Mundane rock'n'roll drumming. Of all the drummers I've played with, I can tell you few are disciplined enough to stick to that for one song, let alone 20. Get that guitar bang on the hi-hat ticka-ticka. Aim for punch with the sound, not distortion. Then get the bass to go with the guitar not the bass drum.
Timing is absolute key in any Ramones cover, no off beats, just straight 4/4 all the time 16 beats to the bar.

Deviate from that simplicity and you get a horrible mess

Thanks, I've been waiting for your reply.
Looks like I've got to wait another week, or possibly 2 to try it out with the band.
Oh yeah, That band I tried out for last month, looks like I'm in!
The drummer couldn't make it this weekend, so I was kind of bummed, but the drummer from an old band invited me over to jam with a bass player buddy of his.
I haven't been in a band for over 3 years and now I am jamming almost once a week now.
