I think this does make a difference. Apparently a limited number of the 210 Monterey Pop Strats were sold through FCS "Diamond Dealers" and had the diamond in the V. The rest do not. This is according to folklore and seems a little weird to me that they would create tiers of exclusivity within such a limited run. But hey- no other explanation exists for the fact that only some have the diamond.

EDIT: also, from what I've seen, the Vintage Guitar Mag $8.5-10.5k estimate is somewhat of a lowball. Their guides miss the mark on certain guitars for whatever reason and I think this is one of them. I have very rarely seen a Monterey go for under 10.5k in the last 6-7 years or so, and most that went for so little had an issue, usually a relocated strap horn to accommodate a right handed player leaving an extra drill hole on the bottom horn, or a missing piece of case candy. At the peak of the (ridiculous) guitar market I saw them go for up to $30,000 on eBay. More realistically, today I wouldn't let a mint one go for under $15-16k.
