As an American I may be biased, but I'm gonna say the USA. We invented Blues which would eventually spawn Rock n' Roll. We also made Jazz of course.

That's not to say the UK didn't make great music. Many of my favorite artists are British.

Both, and neither.

Without the influence that African folk music had on American folk music there would be no such thing as blues (which is arguably a uniquely American art form). If there's no such thing as blues, then there's no such thing as jazz, country, and rock. And those styles of music had great influence on everything from rap to pop to basically anything you hear that's not classical music today. Of course, I think that rock music would've sounded much different and maybe not have been as popular without a British influence. So it's really hard to say, I think to decide that question you would have to look at individual bands and make that judgment based on that band's influences.

Country folks down south had a large amount of songs that originated in Scotland, Ireland, and England. This is mountain music for one. Old hymns originated over there, too. So these morphed into country music and R&R along with old styles that started the blues in the 20s I believe. Of course, African music. R&B, blues, country, gospel = R&R.

Americans for inventing blues which spawned jazz, country, rockabilly and rock 'n roll.

Brits for morphing rock 'n roll into rock, (Beatles/British invasion) inventing the supergroup, inventing metal, punk and perfecting the rock concert.
