I can relate to that story. I spent some time working in law enforcement and the most annoying calls we would get were loud music complaints. a simple call that should take 5 min to clear up would take a couple of hours.
Most calls were simple enough. One neighbor didn't realize they were too loud. We could hear them as we came up and they would turn it down when asked. Usually off. But the one like you described could take hours cause the music usually isn't that loud, they might turn it down a bit but of course we would get return calls because of a snippy neighbor and there was some OTHER issue to start. I have had to threaten more than one complainer with jail because they were making bogus calls. Having a Db meter also helps cause noise ord. had set Db limits.
solves a lot of issues when a complainant wants to accuse you of being on the offenders side.
But, you have to pretend to leave, then sneak back and listen to see if the music is getting turned up.
Anyway, I digress.

Years later, the guy reported that he had no more problems with his neighbors...until he decided to move and rented his house out to a Hispanic family, but that's another story.

I think someone related to the back yard neighbor lives next to me in Houston. He has two yapping dogs he is always letting just yap away day and night. Has called twice over my champ 600, while the dogs were still yapping away. When we were working on a sprinkler head in the front yard he came storming out of the house thinking we were digging a hole in his front yard. Was all huffing and puffing yelled WHAT THE HELL ARE YOU DOING? I looked up and said building an idiot trap.. and look at that it works. He gets all red faced storms off, and fifteen minutes later cops show up. Asked what happened told him. The cop chuckled and left.

I work law enforcement, and I can't think of any reason why a cop would get worked up about loud music, unless it was a total disregard for everyone elses right to peace and quiet.

I would usually respond to those calls and tell them their neighbors are complaining, and leave it up to the neighbors to place them under citizens arrest. I could care less.

9 times out of ten, the neighbors just dislike each other, and use the cops to harass each other.

That's impressive. After the third or fourth call and can't manage to get more than a couple of miles down the road between them I tend to get a little bent having my time wasted.
You are right, most of the time it's just petty squabbling.

At home I never have any issues. My neighbors do say they can hear me every once in a while and I apologize but they always say "Don't say sorry. We hope our son takes an interest in something." Works out for everyone I guess.

When I first got to college I was very careful on how I went about playing. However, once I noticed every other yahoo is playing their ridiculous "music" loud at odd hours, I just went about it how I always would. A couple of times somebody as come by and said something. I would ignore them because, they're hypocritical.

Fight fire with fire I say, had neighbours at one time who liked to party which usualy started around 2 or 3 in the morning mostly weekends mostly when I was sleeping and mostly with others they captured at pub closing time " let's all go back to my place" sorta folks, lets get pissed, on with the stereo, knobs set at 11 and what seemed at the time, lets jump up and down as much as we can, the kicker came when I overheard someone ask " what about the neighbours" their reply was "F the neighbours" in a sort of banshee whail kinda way, could have been directed at any one or all of our other neighbours, soooooo to the morning just as their pretty little sozzled brains are hitting that stop talking so loud it hurts stage...100watt placed snuggly against the wall and l.e.t f.r.e.a.k.i.n. r.i.p.
very very satisfiying, they moved shortly afterwards, divorced and who the hell cares what else

That's a very good way to deal with thoughtless cretins like that ripitup,I probably would've handled a situation like that the same way.
