I want something light and portable to take to band practice.
Most songs we play are from dirty to flat out
RAWK , keep in mind I can mic it through the pa we have.
These 2 are on top of my list.
Pro jr
Vht special 6 ultra
Marshall class 5 combo
Egnater tweaker 15 combo(over price range, and feel a
redundancy)
blackstar ht 5
Or scratch everything and go for 15 to 20 watts
IMHO a 5 watt amp is loud enough if not worried about clean
headroom.
My worry, is in a band practice setting or even a small gig
The drummer would over power even miced

Combo, not a head

I'd go with a used Egnater, VHT or DRRI (I know it's not on your list)
Just for sheer flat out versatility. The Pro Jr is a one trick pony and to me anyway sounds boxy unless you go through an extension cab.
I would also go 20 watts. 15 is at the cusp of being a little underpowered. You won't have much headroom. VHT amps are nice and are hand wired too. 5 watters aren't great to gig with. I rehearse with a little 5 watter I built, but I play with professionals and our drummer adjusts to our volume. For Egnater, I use a Rebel 20 and two 112 cabs. I can dial it from 1 watt up to 20 with a bump in volume if I run all four power tubes at the same time.

Or..........

Get a new drummer.

I have a tweaker 40 watt, my best bet might have to be a used
Drri, or a vht 12/20 watt special.
I have the cash for the 400-450 price range, I should just
Save up some more , huh?

I'd save up a little more. Those VHT amps are pretty sweet. You could also try Jet City amps. They're also a great value. There's nothing more aggravating than being too under powered. You can't get much in the way of clean tone. It's better IMO to have some tonal variation.

Blackstar makes a 20 watt combo thats pretty versatile and the Peavey classic 30 is a good option used in that 300 to 350 range. :|

I don't know if it's me or the way it was recorded, but that Excelsior sounded thin and had no character except with the accordion. For some reason I thought it would sound bigger. I'll have to try one out for myself. Same thing with the little 2 watter. My Pignose sounded bigger. I'll have to try them in person.

+1 on the Peavey Classic 30. Versitile, built like a tank, takes pedals well and sounds even better with an extension cab.
