Paul writes OK songs for himself. 8)
Bob writes the bare bones of great songs which can be interpreted and in some cases improved by a huge variety of artists and styles, so I'm going to say Bob.
Paul's great though, I'm a Beatles nut.

They write vastly different styles of music. Both have their strong suits.

I can appreciate Picasso and van Gogh, but I'm at a loss to say which is the "best" artist.

I'd say that for lyrical content Bob Dylan gets it hands down but for melody McCartney gets it.That's not to say that Bob couldn't write a brilliant melody such as Sad Eyed Lady Of The Lowlands,Visions of Johanna,I Shall Be Released and several others.

Having seen both 'live' within past 7 years or so, I'd give Macca the nod
for best performer though.

It's tough to compare these two, There like Apples and oranges each haveing there own Way with music. In My opinion there equal in there own way. 8)

Best songwriter? This is hard question for me. Especially If I have to decide between Dylan and McCartney.
I think that best, or very good songwriters are Roger Waters, David Gilmour, Pete Townshend, and I can continue with many others.

and that's not to say Macca couldn't write a great lyric such as Hey Jude, For No one, Little Help From My Friends either.
