Highway Patrols and State police agencies generally take a dim view of this. You don't want to get charged with trespassing or a similar crime.

If you are simply playing for your own enjoyment, no problem.

If they see you taking cash, they may consider it panhandling/begging/etc. If they see you taking cash for music, they might call it a "commercial enterprise on government property" or some such thing.
