I heard this today on CBC Radio, when I came back from work. The U.S. Library of Congress created the National Jukebox. This site contains tons of songs even from the very beginning of the recording era, and all genres are represented.

I haven't seen anything thats newer then 1930's after a quick glance so I'm assuming that Copyright's have already expired and thus the songs have become public domain, which means you can legally copy it and distribute it without the artist or whoever owns the rights to the music (Which there wouldn't be anyone) needing to be payed. This means the cost would be basically of getting the site up which would cost a couple grand but considering the current economical position of the country, what's a couple grand? We already have a debt of a couple trillion if not more so a couple thousand is not gonna make much of a difference... But this is all assuming the copyright's have expired which I don't know.
