Absolutely! The operative word here is, "new".

Danny:

My Fender MIM stratocaster was the same way when I bought it. While there are several things to look at, my problem was simple to fix. Take a look at your bridge. During/after tuning, is the bridge raising up some? If so, then your problem is the same as mine was. In that case, you will have to take the backplate off and tighten up the two screws that adjust the claw.

It's most likely something simple and easy to fix. Taking it to the shop would be a good idea, but if you take a look at the bridge like truebluefliplover was describing it could be that you could fix it yourself with nothing but a screwdriver.

It should be noted that the aforementioned may or may not be the correct remedy. With your situation and as an overall rule, consider that matters may be made worse or new ones may be created by just arbitrarily adjusting components.

Again, the operative word here is, "new". I'd bring it back if I were you as surely, it shouldn't cost you anything, especially since the tech there should be able to diagnose the cause quickly and correctly solve the problem.

As Martian and Texasguitarslinger said, it would not hurt to take it to a tech (especially the one where you bought it). It can be more than a little intimidating to make adjustments in the beginning. The Fender standard stratocaster is an excellent guitar and a good guitar tech can make it a real joy to play. Since you just purchaded it, the establishment where you bought it will want to make it right I am pretty sure. Let us know how it turns out and how you like the guitar afterwards. Oh, and don't forget to post pictures. We all love to see pictures of someone's new guitiar.

I am actually waiting for thr Fedex man to deliver an Epiphone G400 right now and I sure wish that he would hurry up!!!!!!!

Danny,
Please do not think that I am being trite...this is mean in good faith. After you get it back, I highly recommend getting maybe Paul Balmer's book on The Fender Stratocaster. A ton of great information on how to setup and maintain your guitar. This will give you the ability to learn how to setup an maintain your guitars. I used to take mine to techs but now that I know how to do my own setups I never have to be without any of my beloved Strats or Teles. Hope that this helps.

A screwdriver? What good would orange juice and vodka do?

I found this on here a while back, can't remember where, but thanks to whoever posted it. I tried it on my American Deluxe and it worked great for me. Yeah, it took some fartin' around to get it where it needed to be, but it was time well spent. It really floats the bridge so don't let that scare ya. Now, it's much easier to tune and it stays in tune with very little adjustment, even with agressive use of the bar (which I only did to check it out) and/or string bending. Has anyone else tried this and how'd it work for you? I'm curious.

Donn
