Hey Tim, I too have a Tele with similar but not quite as bad wear on the frets (a 94 or 95 model) that is my go-to guitar and still plays great so I don't want to work on it at this point.
I bought a new Blacktop Tele this past Christmas and it plays equally as well and the neck profile, and feel is about the same as my older one, so I bought the Blacktop to give the old one a rest.
I have been noticing some fret sprout on the Black Top recently probably due to the cold winter and dryer air in the house.
I decided today to dress the ends of the frets to reduce the sharp feel. Took my time and and used a small smooth file and some polishing cloth being careful to stay off the poly coating on the neck. Having completed this the neck is unbelievably a real joy to play.

No leveling of frets was done. Didn't think of it actually.
And it didn't appear that it was needed.
