Someone who is greatly experienced, can you please help me find the best strings that are high enough to hit the highs of the blues and keep a simple 12 bar going without it sounding sludgy but will also sound deep enough to be good for punk.

I don't quite get what you mean by "hit the highs".Do you mean hit the high notes as in being able to bend a note on a particular fret to a much higher one or hit a higher frequency such as have a brighter tone and a more pronounced high frequency range? So far I've found D'Addario 8-38s to be the most flexible and bendable strings and they are also among the brightest tonewise especially the EXL 130 Extra-Super Light Gauge.

:?: I don't think there is a specific string that is going to make the difference you're looking for. To make the guitar sound bluesy play bluesy licks, and set the amp with some warm tones. For punk play some punk riffs and set the amp with an aggressive distortion and there you go. The strings are really more about the feel for you, and with a few exceptions they will all be capable of whatever music you desire to play. For what it's worth, I play everything from country to metal and Ernie Ball strings have suited me well for many years. Just decide whether you want some lighter or heavier gauge strings and go down and pick up a set. If you don't know what to choose ask the salesperson what's most popular and start with what a high number of people like. I'd say starting out with any major brand (Ernie Ball, D'addario, GHS, DR, Dean Markley etc...) should point you in a good direction. Just remember it's about the feel to you.

Your guitar itself, pickups and pickup selection, amp (and EQ), effects (or lack thereof), and picking attack really have much more to do with your tone than strings do.

I've tried everything from regular .9's to 12-56's and to me thicker strings sound have a little bit more mid range and bass. But the real difference is made by the fact that you can hit bigger strings harder. You don't get the same attack out of .9's as you can with .11's. But really, even then it depends on the player. I prefer strings a little thicker, I think I get the best attack out of them. Someone else may not be suited to it and much prefer lighter strings and can still get a perfectly good tone and attack out of them.

I guess what I'm trying to say in a roundabout way, is that you are the most import factor to your tone. It's your hands. Find the strings you're most comfortable with and can play your best with.
