Bail is given to a suspect who is charged with a crime before the trial instead of holding them in jail.
It is a guarantee that you will indeed show up for the trail.
The amount of the bail is determined by many factors, how long this person has lived in the community, if they own property, there criminal record (If any) if they have property in another state or country.

Basically, how much of a flight risk are you, how likely are you to show up at the trail.
The reasons for this is to relieve overcrowding in the jails for persons awaiting trial, it lets the accused help prepare a defense and to continue there employment.
If the judge thought the suspect was a flight risk, he could have denied bail and held him bound over for trial.

My cousin and I were hit by a drunk driver when i was a teen, my cousin she died on scene and I had some broken bones,a concussion and some serious road rash, She(the driver) was out of jail in 4 months with good behavior, If i could go back in time, I would have shot her in the face on the morning of court, since the system doesn't care why should I?

Hope it works out for Shanes sake, and my deepest sympathy to your daughter and the friends and family.
