Hobby Stores that cater to model building will have those decal sheets too Nevin.

Possibly boat shops if you want to kill 2 birds... :lol:

Ceri uses Lazertan paper to make my decals, I must say, it's very good stuff.

Testors makes some decent decal film and Squadron usually stocks it.
