I used to get that problem many years ago when I was just starting to play electric guitar.In my case the problem was caused by either a crossed wire in the amp or patch cord-which it was I can't remember as that's over 40 yrs ago but it seems to me it was just a couple of small strands of the outer wire touching off the lead of the inner wire.

Well now you have a backing track to play along with. lol.

Fixing the problem could be as simple as plugging the amp into a different elec. outlet...but it's not a problem I've ever faced, so I'm not sure what might be causing it.

Not unusual to happen. Some low cost equipment will have that problem or could be a ground loop somewhere in you setup. Even house wiring can cause it by acting like an antenna which is reason for using a good surge protector that also has power filtration, stops all the AC noise.
I use Panamax's and found them best to use on everything electronic.
