I have an old Weller solder station that was being thrown out at work 10 years ago...still works!
I have a 6" steel rule with 32nd and 64th" measurements.
A phillips-head screwdriver
A straight-head screwdriver
The allen-keys that came with my 2 fenders.
A Dan Erlewine book on guitar repair. (comes with radius gauges)
Small needle nose pliers.
Small wire cutter and stripper.
Small heat-sink pliers.
Solder wicks.

So far that's all I've needed.
Someday when I build a Tele I may need more.

Hi Way Cool: I can provide lists of tools running into the tens of thousands' worth if you like - but it all depends what we're trying to cover.

For basic setups a couple of allen keys, a philips screwdriver and a steel rule are all we need.

Are we adding nut adjustments to that? Or nut making?

Fret dressing? Or fret levelling? Or refretting?

Refinning?

Building a new neck?

And howsabout chopping down some trees and taking it from there?

The tool requirements depend how far we want to go...

im talking about tools to do setups, basic wiring, neck adjustments, fret care, things like that. things one needs to take good care of his own guitars.
