Public beheadings would definitely deter a lot of the crime in the US. Criminals simply aren't scared to get caught anymore because they know in most cases the worst they will get is a life time reservation for a prison cell. Let heads start rolling and set an example and you'll see a lot less crime IMO. Also, a good old fashioned Spanish drawing and quartering would be a good deterrent as well.

I was thinking more along the lines of the French revolution. Substitute the polliticians for aristocracy. Performance based governing with an edge, if you like.
It would certainly be a lot more intresting for everyone.

We could all learn a lot from the French. They dont take any crap from anyone, including their own rulers.
