1. Opinion. The guitarists that I think are very good may not be the same ones you think are very good.

2. Practice. Someone who spends four hours a day playing guitar will generally be better than one that plays for ten minutes a day unless the one playing for ten minutes is super humanly talented.

This sounds about right to me. It's all opinion, after all no one ever masters the guitar so it's hard to say there is one best player.

Few things IMO:

Flawless technique:
this does not mean the guitarist needs to be able to sweep pick and do 100 notes a sec. It means that whatever technique they use, they use it perfectly for their style. If they are only playing 3 chords, but are considered an awesome guitarist, then they need to be able to play/phrase those chords perfectly, in a way that normal folk wouldnt think of doing.

Likewise someone playing complex riffs and solos needs to be able to do it flawlesly.

Style:
they play in a way that differentiates them from the pack. this can mean they add extra life/flair/passion to a performance and to their playing. most songs nowdays are acheivable by someone with a little dedication, but the fact is that the writer will play them in a way a normal person cant, as the song came from the mind of that person. its theirs, or if not, then they make the song thiers.

Passion and dedication:
They love playing, its not a chore, and they practice practice practice. everyone wants to be awesome and play like slash or some other person who makes it look effortless, but its effortless because they have already put in the practice time.

Honestly i believe its a combination of a learned technical ability and a reinterpretation.

There are a lot of guys who can play serious technical scales, arpagios, and such, but they don't do so in a reinventive soulful way. I.E. Dragonforce, VAI....etc and it comes out as nonsense without a real person behind it.

A great player and the guitar are indistinquishable..... Mostly blues cats...Vaughn, Clapton, Page, Guy, King, Hendrix..

They become part of the guitar and the guitar becomes part of them. The master/slave method of technical guys is crap, it's a real symbiote relationship, you don't separate the two.

That's why when you see a really great player, their emotions react with every note of the guitar.
