I'm trying to work on my slide playing (and trust me, it needs work) and I've been trying to figure out some Elmore James licks. Did he tune to standard or is it an open tuning? And if it is an open tuning, which one?

He did a fair bit in open E too.
EBEG#BE

You can get some nice fingered chords for 12bar stuff too. Example A7th is open 4th string (was D string) giving E the 5th, 1st fret on the 3rd G#(was G) giving the A root note. 2nd fret on the B string giving C# the maj 3rd. 3rd fret on the high E giving G the 7th. Slide it all up 2 frets, mute the open 4th string and play the open 5th string (B) and you get a nice B7th too.

Its good for country slide and Willie Dixon songs too.

His distinctive "Dust my broom" riff uses the open E (Vestapol) tuning.

Duane Allman used a lot of open E as well...the only tunings I use are Open G or Open C. I have 2 guitars and thats all I use for my regular playing as well as my slide playing. I started out wanting to use a slide and then got lazy and started to just learn how to play in those tunings anyway. They both involve dropping your lower tuned strings one or two steps and the guitar just has THAT growl I was always wanting to get. Chording gets easy and it lends itself to some nice melodic playing. You get real tricky and you can pull off some good showy music all by yourself without the need for accompaniment. Check out some Blind Willie Johnson or Mississippi Fred McDowell for fine examples.
