you know, im not even sure of the true reason. it's just a drafting standard really, i think it's because caps are better recognized internationally and/or more universally accepted compared to our lower case writing. don't quote me on that

I didn't Lose my mind, I traded it for this guitar.

We prefer that people write/type in all caps when sending in timecards (I work for a payroll company) too. There's less ambiguity and they're easier to read, especially when the TC is hand written. That's especially true when someone faxes a batch - fax machines tend to distort characters.

But on the Internet ... yep, caps is yelling as I was told years ago.
