Does it hurt anything if you leave a passive bass plugged into your amp even when the power is off ?

No, I leave my passive guitar in, and nothing has ever crapped out. Passive basses will not be different.

With passive electronics, there isn't a battery that is being drawn. With that said as with the earlier post, there will not be any problem with leaving the bass plugged in.

+1. This is true, although, I always unplug my guitar after I'm done playing. You just never know when lighting will strike near and send a surge through the house and through the amp and through the cable, and to your instrument. Just to be on the safe side.
