Judge sentences rap music fan to Bach, Beethoven

A defendant had a hard time facing the music.

Andrew Vactor was facing a $150 fine for playing rap music too loudly on his car stereo in July. But a judge offered to reduce that to $35 if Vactor spent 20 hours listening to classical music by the likes of Bach, Beethoven and Chopin.

Vactor, 24, lasted only about 15 minutes, a probation officer said.

It wasn't the music, Vactor said, he just needed to be at practice with the rest of the Urbana University basketball team.

"I didn't have the time to deal with that," he said. "I just decided to pay the fine."

Champaign County Municipal Court Judge Susan Fornof-Lippencott says the idea was to force Vactor to listen to something he might not prefer, just as other people had no choice but to listen to his loud rap music.

"I think a lot of people don't like to be forced to listen to music," she said.

She's also taped TV shows for defendants in other cases to watch on topics such as financial responsibility. As she sees it, they get the chance to have their fine reduced "and at the same time broaden their horizons."

There is a law against excessively loud music in cars here in LA but I think the car windows have to be down. First offense is a warning and then there are fines. The law was really passed along with several others (such as a dusted off and upgraded cruising law) in an attempt to control gangbangers.

The theory anyway is that it gave the cops a reason to at least stop a car full of "gang looking" people and look inside. More than once have I been next to some car full with the rap shaking the street at a light.

In practice, I'm not sure if they ever use it since it would be an open invitation for charges of racism, considering who's usually in the car with the rap blaring.

There should be a law about dB levels. I have punk kids playing their "Boom didi Boom" in the parking lot behind my house. Crap I sound like my father. I hate getting old.

The judge should have not given him the option to listen to Classical music. It should have been a mandatory sentence.

Agreed. When people play their music too loud, others do not have the option not to hear it.

I used to have a friend that was a Police Officer (RIP my friend) who drove an unmarked Police car. He found out that if he was withing 50 ft. of a vehicle blasting their music loudly if he keyed up his Police radio it would cause feedback in the stereo of the offender. Things would get quiet fast!!!!!

Perhaps if it had been Wagner he would have listened to it (waaay more bass in Wagner)

I think it should be a mandatory sentance for anyone who listens to that (C)rap in public

True story: local TV news in my area did an item where they stopped guys with earth-shakingly loud car stereos and offered them a free hearing test in a mobile facility, with a detailed diagnosis. Then they interviewed them about the damage they had done to their ears with their sound systems. One young gansta seemed genuinely grateful for the information: he said now he knew which frequencies to boost on his graphic equalizer to compensate for his loss of hearing...
