How does this affect Fender?
New regulation has taken effect that calls for documentation when shipping instruments internationally that contain any amount of any kind of rosewood or certain types of bubinga.
The Convention of International Trade of Endangered Species of Flora and Fauna (CITES) held a conference from September 24 - October 4, 2016 this year in Johannesburg, South Africa where it was decided that all species of rosewood under the genus Dalbergia and three bubinga species (Guibourtia demeusei, Guibourtia pellegriniana, and Guibourtia tessmannii) will be protected under CITES Appendix II

As I understand it ....

It will affect Fender in the way they buy rosewood and a few other woods.
It applies to any orders of the woods over a specified weight.
The threshold weight is pretty small for a manufacturer so it's not likely they will be able to avoid it but not so much for an individual.
It won't affect very small pieces such as fingerboards for those doing their own work but since it will affect the manufacturers when they order bulk shipments of wood we can likely expect to see some small price increases.

It shouldn't affect pricing all that much.
Rosewood trade itself is not banned - only trade without proper certification. The rosewoods that can't be traded still can't be traded, and those that can, still can.
Any extra costs is only due to extra paperwork, getting export and import certificates. But with large shipments, the price of that should be negligible compared to the price of the wood, shipping, storage, drying, sorting and cutting.
And possibly earned back by reduced competition from those who have used illegally sourced rosewood.
