You should get a solid state Crate amp from the late 80's and embrace the suckage. :P Seriously though, maybe something like this? http://www.rivera.com/product/combos/chubster-40/ I have a 1982 Fender Super Champ that was designed by this guy and it's a decent amp, but guitar isn't my main forte. It looks like something in your specs.

If you go down to 30W, there's a lot more to choose from. The reason being, I believe, that pentode operations with the most common power tubes in a pair max out around there.

I'm confused by the two identical channels.
Can you explain that for me please, Kyle?
Perhaps I'm having a blond moment but I'm unsure about the meaning of that request.
I'm guessing it is a sticky point with you and possibly a deal breaker because of the exclamation points in your post?

There are several 40 watt Fender amps, new and old. I have a Blues Deluxe RI that I like. Fender Bassman is 40 watts. Super Reverb I believe. Deluxe Reverb at 22 watts if you want less. Good hunting. :D

Identical channels.

I think that is an unusual configuration and you may have trouble finding another that is exactly like that.
Most amps are configured such that there is a clean or clean-ish channel and another that is higher gain.

Rivera amps are the exception.
Paul mentioned one of the Chubster variants.
Their two channel amps are set up such that each channel is like a single channel amp but the green one is typically designed to sound like a single channel Fender and the Red one is designed to sound like a single channel Marshall.
Typically, people will dial up the Fender side for cleans and the Marshall side for gain but I have learned it's also useful to do the opposite because the Marshall side often has just a hair more headroom and is just plain louder overall. It's maybe not as chimey going that way but I find it slightly easier to balance the two channels for volume and additionally I prefer the green channel overdriven more than the red channel overdriven. Might be an option to look at.
The downside is that Rivera amps do not typically retain as much resale value as a Fender amp and they are pricier to start with so it can feel like a double whammy when it comes time to sell.
The upside is that they are amazingly well built amps (like ... really amazingly well built) with great tone and you may very well never come to a place where you want to sell it.
One feature they have that I haven't seen on any other amp is a "focus" control and I find it to be probably the most useful tone shaping tool ever concieved.
It does a little bit of global tone stack tweaking but it also affects speaker damping.
It's hard to put your finger on exactly what the sonic differences are but you CAN tell the difference and it can be profound.

Most Randall tube amps have that. They're excellent(!) for clean, but not so much for slightly dirty - their overdrive is made to be good at overkill settings and don't do only a bit of drive as well.

Laney is another option. Their Lionheart 20 is a "bluesey" amp, where the two channels are fairly similar as long as you leave drive for the drive channel at zero.

Then there's the Orange Dual Terror head, where the two channels are voiced the same - it's only when you crank the gain towards the extreme that you'll notice a difference. At noon, which is a fair amount of gain, they sound the same if volume and tone are also set similarly.
