what is the recommended maintenance for the treatment/cleaning of the rosewood fret board?

I clean with just water and a soft cloth, then rub in lemon oil.

When saying lemon oil, it's important to note that you must not use real lemon oil, but lemon scented mineral oil (or unscented). If it's sold as lemon oil for use on fretboards or furniture, it will be the latter, and fine. If it's sold for any other purpose, or unstated purpose, assume it is real lemon oil which will ruin the fretboard.
Real lemon oil is good for removing graffiti, but not for oiling a fretboard.

How often a fretboard should be oiled depends on the climate you're in. Twice a year should be more than enough for most, and once a year is probably enough for most indoor players.

My recommendation is to use the oil for cleaning too - a very small amount on a terry cloth, rubbing off any dirt and grime next to the frets. If really dirty, use naphtha (like Zippo brand lighter fluid), but only if you're immediately going to oil it afterwards, or you'll dry the wood out.
For the oiling, use a clean bit of cloth with some more oil to oil the entire fretboard, and finally a third wipe with a dry piece of the cloth to wipe of any excess.

i usually oil mine about every other string change (every six months or so) or when the fretboard looks dry eighth Dunlop fretboard oil. Be careful to not over oil rosewood.

For old guitars with Brazilian rosewood, I don't think it's possible to over-oil them, much like unstained ebony. The wood is so dense and oil saturated that unless your guitar is dripping on someone, it won't matter.

For newer guitars with less dense rosewood, just make sure you wipe off any excess oil after you've oiled it, and you should be fine. I have never seen any real damage to rosewood from oil, other than uneven color changes if not wiped. I'm sure if you soaked it in oil every day, it would become soft and spongy and the frets would eventually loosen, but I don't think you'd be able to do real damage even if you oiled it every day, as long as you wipe it afterwards.

Googling, I could not find a single example of an oil damaged rosewood fretboard.

Wipe down regularly with a clean dry cloth. Occasionally use a slightly dampened cloth to remove accumulated grime, etc. Less frequently or at every string change, I use Formula 409 streak free Glass and Surface Cleaner to clean the fretboard, and finish with a slight bit of Dunlop's 65 Ultimate Lemon Oil then rub it off. The Formula 409 product has, for decades, proven to be a terrific non-destructive and reliable overall cleaner. YMMV.
