I'm looking for a strobe tuner accurate enough to set intonation. I would like to keep it under $150. I found two

Will these work for intonation ? they both claim .1 cent accuracy.

The TC Electronic Polytune 2 has a strobe mode. It is accurate to +/- 0.1 cent. Current price on Amazon is $85. I own one & like it.

If you have an Android phone with a good mic, this is pretty good:

Having far more than two rings makes it better at tuning when only the harmonics are picked up.
