Just for a point of reference... I have owned a few dozen CS69 pickups. The specs call out 5.8k. I measured all of them and only 4 pickups measured close to 5.8k. The vast majority were 5.4k to 5.6k, and I had 6 that measured below 5.3k. I would not be at all surprised if your new set is no closer to spec than the set you sent back.

Also, what was the temperature of the room you were testing them in? Room temperature will also affect your reading...

I installed a set of CS69's in my 12-string Strat and only one of the pickups (which I situated at the bridge position) was close to spec. That one measured 5.65KΩ. These other two pushed my Beckman to 5.5KΩ. They do sound good for my specific application but I would never deliberately choose them for a 6-string guitar. Relative to the TS's, Fat 50's, or even the 57/62's, they sound weak.

Yes -- I have them in a couple of different custom-built Strats. To my used-and-abused ears, they're the prototypical benchmark sound of the '60s-era Strat.
