I have a Vintage Modified 70's jazz that has a hum when touching the strings. Sounds like electricity running through a powe rplant.

It is starting to get annoying when playing. Any suggestions?

I have an old Peavey Milestone which is very similar to a Squier Jazz Bass. Generally, the electronics in a Squier Bass are of less quality than parts loaded into a Fender. Your best bet, for a better sound as well, is to put in Fender Noiseless Jazz pickups. They're not cheap, so if you aren't willing to spend around 100 bucks Dimarzio Jazz pickups would be a good bet. Naturally, single coils have a habit of buzzing. Even the nice ones do. Until you upgrade pickups, have you tried combining the bridge and the neck pickups? It sort of acts like a humbucker and takes away a lot of noise. Anyways, it's just the natural tendancy for single coils to hum so if it really bothers you I suggest you upgrade your pickups (probably will improve your sound) or experiment with blending the pickups. If none of those work, the problem could also be your potentionmeters or wiring (volume/tone control pots). No worries because that is a very cheap fix. Hope this helps.

put some standard american pick ups in that bad boy. no matter what, low end basses are going to hum. its just the way it is.

You probably have a grounding issue. Normally there is a hum when you are NOT touching the strings and goes away once you touch the strings or tone/volume pot

This explains it all and talks about what you are describing.
