Hey I just picked up a new fender 65' deluxe reverb reissue, and I was wondering if it is normal for there to be a big volume jump specifically between 4 and 5, it really jumps up a lot

Does that symptom manifest on each channel?

I noticed it on both channels. It sounds thin and the volume doesn't change much until you hit 5, it jumps way up and you can feel it much better.

What is your guitar , did you try another and good quality cable ?

IMO the amp volume should not work like that

Im playing a standard american strat with noiseless pickups. the cables are new.

I also noticed the amp pops when i switch the stand by off, is that normal? I just spoke with a fender rep who claimed it was normal, as well as the volume jump, but I'm sure I've played other fender deluxe's in store where i didnt notice this....

As Stratele writes, that is true.
My 68 DRRI does it too and it's quite loud when it happens.
If I need to turn it off quietly at night I just shut off the power instead of turning on the standby.
It's not the right/proper way to shut off the amp but it's quieter if/when I need it to be.

Fender really does need to address this, but they won't.
My 68 vibrolux doesn't do that at all. It's quiet when engaging standby just like every other tube amp I've every owned.

The volume jump, and the "thin" tone is odd and you should have that looked at.
Whoever at Fender told you that is "normal" is full of it.
Your amp should NOT sound thin at any volume, and the volume shouldn't jump on any volume increment.
Have you tried swapping in some new pre tubes?
Try it. I've found that bad pre tubes can cause some very odd operation and sounds.
I've got a couple of pre tubes that sounded great in my Egnater amp, but when I put them into my 68 CDR both volume controls became VERY scratchy, to the point that I thought the volume pots were bad and needed to be changed. It was the pre tubes.
My Fender amps have been the most sensitive to tube changes than any other tube amp I've ever owned, which is around 15 different amps.
What makes Fender amps so great and touch sensitive seems to also make the amps sensitive to the tubes used.

I noticed the volume jump from 4 to 5 too on my brand new DRRI. I can live with that though.

My "Twin Amp" does not make any sound when turning the standby off :) My Marshall TSL601 does not either.
IMHO any "properly designed circuit" should not pop loudly....
Also, volume jumps at 4-5 probably indicate a bad pot. Just change it, pots are cheap.
Good luck
