That was my first thought when I first read this thread. Has anyone bothered to pull the main board and actually look at the solder joints on the jacks and elsewhere?

A problem that comes and goes (intermittent), is a sure sign of a poor connection, and solder joints are typically the most likely suspects.

The solder joints on the main pcb were "checked" by the second tech I had look at it. He found that there was a trace lifted on the solder side where the first "tech" had replaced the filter capacitors. (I believe it was attached the ground of one of the caps) He said he fixed it, but I haven't looked at it personally. However, I am not sure that this is the culprit or not because the amp acted up before any work was done to it. I don't know if he checked any of the solder contacts for the jacks either, but it doesn't seem to be jack dependent (i.e. the problem still persists no matter if I plug into input 1 or 2.)

I've had a similar problem on an old Vibrolux and it was the resistors around the input jack. I rebuilt the whole assembly with a new jack and resistors and it cleared it up. Things like this, are sometimes hard to pinpoint as you are experiencing.

So another quick update on the situation. The noise now only happens while trying to play the amp loud or with distortion (through the front end of the amp of course), so it seems the vibrations are causing something to lose contact. I also believe that the problem resides in the pre amp section, because as stated before, I can play through the power amp no problem. But also, I tried taking the preamp out and running it to the power amp in of another amp (while using a dummy plug to mute the Blues Deluxe) and the buzzing happened! It could also be that something is heating up and losing connection, but whatever the case may be, I suspect it is somewhere in the preamp section. I am tempted to just re-solder any shoddy looking connections or even all of them. Before I do that, is there any specific places that I should look, or any components that may be suspect? Anyone else experienced similar problems with any of the Blues Deluxe/Deville or any of the Hot Rod models?

" I'm starting to think that it's either the input jacks or something in the pre-amp section. "

That's where I would start looking. If you want to fix this --- try going step-by-step from the input jacks to the point where the pre-amp hands the signal over to the amp. This is usually before the phase inverter section.

Take the schematic and make a block diagram of each section. Input, gain stage(s), tone stage, effects stage, etc. Go from the input, upstream, until you reach the PI. You will need to be able to read voltages at each stage. Test for bad circuit tracings. Bad soldering. Bad components --- in each stage.

Fender's schematic has quadrants laid out. 8D, 7D. 8C. This is to help breakdown each section. This can be a time consuming project. Needing good attention to every detail and component within each section. As one little missed point can be the issue that is causing all the problems.

Good luck! Keep us informed.
