Need some advice on getting an amp. Will be used at home, so don't need anything too loud and prefer a tube amp. Budget is around $500. I play mostly rock, blues, etc. Was considering a Blues Jr but seems like a lot of folks don't like them.

For home use a blackface or silverface Champ would have all the volume you need. Simple layout, straightforward repairs, and reliable if you take care of it properly. A SF Champ would run well below your projected budget.

Yes IMO if it is in good working order . A good test is a must before buying . And with no guitar plug , listen if any sound like crack , pop .. = need some repair

Late '70s silverface Vibro Champs can often be found for less than $500.

The late silverfaces get an undeserved bad rap due to the CBS stigma but these little practice amps remained -- by and large -- unscathed by the nebulous chassis diddling shown with the larger Fender models. That's likely why they can often be found at a fraction of the blackface price. Properly serviced and with a decent speaker installed, they sound great.

+1...I have a Silverface Champ (although it is an early one), these are great amps especially with a good quality speaker as Retroverbial stated. Either a Weber or Kendrick can really make these amps sing.

But on the other hand, I whole lot of people love them. They are a nice entry level tube amp. If you like it, buy it. :D
