You are right but most of the time made in USA or Canada or Germany means quality .

Made in China , it can be good or poor

I have seen good stuff made in USA, Canada and Germany.
And I've seen crap made all of these places. More now than in the past. There are few apprenticeships and guilds, and workers tend to be low-cost immigrants. On average, quality has declined, but you can still get good stuff, for a price.

However, I have yet to see any top quality items from China. They're all made to specs, and never above and beyond. If the specs are lenient in any way (and they usually are), the products will be crap too.

Honestly, I can't think of a single modern product that's made both in China and the West, and where the best Chinese made version has the same or higher quality as the best Western version. I've sat here for ten minutes now, trying to think of one. They may often be "good enough" for their intended purpose, but that's not the same as high quality.
The only example I can think of is porcelaine, but that's historical, not modern. Their modern china sucks.

Egnater has a serious Chinese transformer problem. Lot's of failures. My 5e3 clone came with Classic Tone power and output transformers. These thing are incredible. So far not a single problem. They are manufactured the old school way too. I may replace the transformers in my Egnater Rebel with them since the warranty is over.

+1 on the Classic Tone transformers. They make a quality product here in the USA, and many are exact replacements that bolt right in, as in the case of this one for the HRDlx. The prices are excellent also, and in this case the price was the same as for a Fender (Schumacher) replacement.

I have Hammond trannies in the little 5 watter I built. Another great sounding reliable amp. I run that amp flat out and control the amps volume with my guitar. True PTP amp build.

Yes it is! Classic tone states that it is made to the exact specs of the Schumacher that it replaces, and I've verified that it even has the same mismatched primary resistances. As far as I could tell, the sound from the amp is exactly the same also.
