Maybe a little more specifics on what is "crappy" tone would help.

Maybe the amp is broken.

Really. That's about as vague a question as anyone can ask. Without a better description of the symptoms, only a vague answer can be given.

You should probably fix it, then it would sound better.

Man I'm gettin tore up here hahaha, forgot how rough you guys are hahaha!! No I haven't fixed this one and haven't even touched this one.. Doing the research first... So here goes.. My buddy's complaint is that at low volume it sounds very thin, a slight buzz sound and loses full range of frequencies. Says he could live with clean, but it isn't a crisp clean. It sounds more like a foot pedal with a battery almost dead or a bad cable connection.

What exactly is "low volume"? "1" on the volume control? Most amps sound pretty crappy at real low volumes. May be perfectly normal. Could be your buddy's ears too. Human hearing is pretty crappy at low volume. How about posting an audio sample so we can hear what crappy sound at low volume sounds like?

I don't think ppl here are tough --- well, not super tough...

After years of online sleuth work, you learn that specific signs-&-symptoms (and nice photos) make the process much less painful and drawn-out.

That description is not a good sign. "Pedal-with-dead-battery-tone" symptom is not normal. Loud and clean as a banshee in normal for this amp. :D

Have you rolled output and gain stage tubes? Maybe, a good starting point.

Its a 40 watt amp, made to play loud. Given that "1" is off (no sound) and "2" is barely operating, I'm not surprised it sounds "crappy" to his ears. Tell him to turn the amp up to "3" or "4".

This may very well be the problem. The HRD is a muscular amp. I would not own one if not for the fact that I have 15 watt amp, with DSP capabilities, for 'good' tone at low volumes.

Clean tones are not such a problem. Turn the amp to 3-ish, (ish would mean +), roll back guitar volume and there it is. Nice clean tone. Of course, most volume pots do not blossom into full spectrum unless wide open. Having a 40 watt amp and expecting it to serve the duties of a more humbly powered one are not expectations that can expect to be met properly.

The amp is called hot rod and it wants to 'perform'. Hot cars are known for aggression and performance and these hot rod amp are tuned similarly, IMO.

Playing the guitar with the volume wide open on it, while trying lower amp setting could yield more 'tone' as there will be more coming out of the guitar.

Yup. I run all my amps at home between 4 and 6 on the volume knob and control everything with the guitar volume. Clean to mean. I doubt there is anything wrong with the OP's friend's amp except operator error.

All kidding/ribbing aside, maybe the solution would be to try some lower gain preamp tubes, particularly a 12AT7 in the PI position (V3). In addition, in the preamp try a 5751 or two, perhaps even a 12AY7 in the mix. The right combination of tubes would make for a much more tame amp, with less overall volume, and just might sound better at very low volume.

Who is kidding? Why are people suggesting new/different tubes for something that may not even be a problem except in the owner's mind? Trying to play a HRD on "2" is ridiculous. Turn the amp UP and the guitar volume DOWN. That's how to get a good clean sound with this amp. Best of all, its free.

 Not only that, but a second hand report about it to boot.

Well, for an imaginary problem, sometimes you have to find an imaginative solution.
