Yes it is normal, My SSTwin is the same. Gain1 comes before Gain2 (i.e. In series) and act the same as clean channel gain except with way more gain. So turning the gain right down is like turning the volume control right down.

+1

The SS has these two cascading gain stages--if G1 is dialed all the way down, then there is essentially nothing going into G2.

The SS amps have been hit or miss. I instantly fell in love with mine when I acquired it. Various YouTube videos show certain settings that you may want to tailor to your tastes. As a good starting point, start with G1, G2, bass, mids, and treble straight up at halfway and then adjust each parameter as you play along.

This applies to the SS22, but the settings still pertain to the SS60.

Oh I read the manual ,it says primary and secondary and use in conjunction with volume control but really doesn't say ,that they are not independent gain channels, thanks for the info dude ,it would of been embarrassing to walk into the guitar shop and ask them

i maxed all the tone knobs(treb, mid, bass) and gain 1 half way up and gain2 all the way down
and it sounded close to my 72 SFVC, pretty cool considering.
i really don not like sustain too much, if i do want some extra sustain on certain parts of a song, i just bring the guitar really close to the amp.
